Winds gusting as high as 45 mph creating blowing and drifting snow and at times white out conditions. Snowfall rates may reach 3 to 5 inches per hour at times in the most intense bands. * WHERE...The Eastern Lake Ontario Region. The greatest snow accumulations will be across southern Jefferson County, extreme northern Oswego County, and western Lewis County. * WHEN...Until 4 PM EST Wednesday. * IMPACTS...Travel will be very difficult to nearly impossible within the heaviest lake effect snowbands. The hazardous conditions will impact the Monday evening and Tuesday morning commutes. Gusty winds will down tree branches and cause isolated power outages.

Additional information: Significantly reduced visibility will be the primary concern as opposed to snowfall accumulation. Southwesterly winds gusting up to 70 km/h will result in blowing snow. The possibility of blowing snow may persist into the overnight. ### Travel will likely be hazardous. Visibility will likely be suddenly reduced to near zero at times.
