Strong northwest winds will develop late this evening and overnight behind an arctic cold front, gusting up to 40 mph. In addition, scattered wind-whipped snow showers will accompany this front as it moves east across the region. The most robust snow showers will result in localized sharply-reduced visibilities as low as a half mile and quick additional snow accumulations of a coating up to one inch.

Southwest winds 20 to 25 mph will become west early this morning, with gusts locally as high as 45 to 50 mph at times through about 9 am CST. Winds will then steadily diminish through the late morning and afternoon hours. These strong westerly winds may cause difficulty for high profile vehicles, particularly on north south oriented roads in open areas.

* WHAT...Flooding caused by excessive rainfall is expected. * WHERE...A portion of northeast Illinois, including the following counties, Cook, DuPage and Will. * WHEN...Until 830 AM CST Friday. * IMPACTS...Creeks and streams may rise out of their banks and remain elevated. Road and street flooding may continue. Flooding may continue in poor drainage and urban areas. High water will recede slowly. * ADDITIONAL DETAILS... - At 1025 PM CST, Doppler radar and automated rain gauges indicated that heavy rainfall had moved out of the area, but up to 3 inches of rain occurred during the afternoon and evening hours. Multiple stream gauges indicate rapid rises and standing water remains on multiple roadways. Roadway flooding will likely improve over the next few hours, with stream levels decreasing during the overnight hours. - Flooding impacts will continue, but little to no additional rainfall is expected. - Some locations that may continue to experience flooding include... Hydrologic Outlook
ESFLOT Waves of showers and thunderstorms are expected this afternoon and evening across portions of northeastern Illinois and northwestern Indiana. The highest rainfall rates are expected this evening as atmospheric moisture increases to near record levels for January and a line of showers and thunderstorms moves through the area. Small isolated corridors may receive rainfall in excess of 1-2 inches, especially in areas where storms orient in a more southwest to northeast direction. Rainfall amounts of this magnitude sometimes cause localized flooding of streams and poor drainage areas during the winter months. Areas with streets, drainage ditches, and stormwater drains impacted by late fall and early winter vegetation debris may be especially susceptible to flooding. This outlook means that elevated water levels and potential impacts are possible, but not yet certain, based upon the latest forecasts. Persons with interests along area streams and rivers should closely monitor the latest forecasts. In addition, ensure that nearby stormwater drains and ditches are cleared of debris.

Untreated and secondary roads would be the most vulnerable areas, along with bridges and overpasses. ESFLOT Recent reports from river ice spotters and river gauges indicate that some melting of ice has occurred over the last few days, but isolated areas of heavy river ice coverage continue. Very cold temperatures this weekend will cause river ice to expand in coverage. Ice jams will be possible in isolated areas along the Rock, Fox, Des Plaines, and Kankakee rivers into early next week. Ice jams may cause rises on area rivers with little warning. Warmer temperatures may return to the area by late next week, which could begin a slow melt of river ice. This outlook means that elevated water levels and potential impacts are possible, but not yet certain. Persons with interests along area rivers should closely monitor the latest forecasts. This outlook may be updated by tomorrow afternoon.

Wet roadways due to recent snowfall and below freezing temperatures are beginning to cause to slick spots on roadways, particularly on bridges, overpasses, and other elevated surfaces. Though no additional accumulating snow is expected Tonight, temperatures will continue to fall, and wet surfaces will freeze. Several roadways in east-central Wisconsin have received a thin layer of snow cover as well, leading to additional slick spots. Exercise caution when driving or walking on pavement this evening.
